Junior Secondary School Education
Preparing pupils for the next stage of learning.
Manages the academic and administrative affairs of all public junior secondary schools in Rivers State. Coordinates JSS curriculum delivery, transition planning, and co-curricular development to build well-rounded secondary school entrants.
Early Childhood Care Development & Education
Nurturing every child from the very beginning.
Develops and implements holistic Early Childhood Care and Development Education (ECCDE) programmes for children aged 0–5. Manages nursery and pre-primary school standards, caregiver training, and parental engagement across all 23 LGAs.
Legal Unit
Protecting the board's legal interests.
Provides legal counsel on all statutory, contractual, and operational matters. Handles litigation, drafts agreements and policies, and ensures all RSUBEB activities comply with the UBE Act and applicable government regulations.
Planning, Research & Statistics
Data-driven decisions for better outcomes.
Collects, analyses, and interprets education data across all 23 LGAs. Produces the Annual School Census, coordinates strategic planning, and provides evidence-based recommendations that shape RSUBEB policy and investment priorities.
Quality Assurance (Monitoring & Evaluation)
Holding every school to the highest standard.
Conducts routine and unannounced inspections of schools to assess learning environments, teacher attendance, curriculum compliance, and pupil welfare. Generates compliance reports and drives corrective action across all LGAs.
Procurement
Transparent and efficient procurement.
Manages all RSUBEB procurement activities in line with the Public Procurement Act. Coordinates the sourcing, evaluation, and award of contracts for goods, works, and services — ensuring value for money and regulatory compliance.
Audit
Ensuring financial integrity and compliance.
Conducts internal audits of RSUBEB's financial transactions, procurement activities, and operational processes. Ensures compliance with government financial regulations, detects irregularities, and promotes accountability in the use of public funds.
Account & Finance
Stewardship of public funds for education.
Manages the disbursement, reporting, and accountability of all RSUBEB funds — including UBEC intervention grants, state allocations, and donor contributions. Ensures transparent financial management in line with government fiscal policy.
Admin & Supply
Keeping the board running smoothly.
Responsible for the day-to-day administrative operations of RSUBEB, including records management, logistics, office administration, and the procurement and distribution of supplies across all departments and field offices.
Academic Services
Driving academic excellence across Rivers State.
Oversees the delivery of academic programmes in all public basic schools. Manages curriculum implementation, textbook provision, and academic performance monitoring to ensure quality learning outcomes for every pupil.
Physical Planning
Building schools that inspire learning.
Plans, supervises, and certifies the construction, renovation, and maintenance of school buildings, classrooms, libraries, toilets, and facilities across Rivers State. Manages infrastructure projects under UBEC/state intervention funds.
Primary School Education
Quality basic education for every primary pupil.
Oversees the academic and operational affairs of all public primary schools in Rivers State. Manages pupil enrolment, school administration, teacher deployment, and curriculum delivery from Primary 1 through Primary 6.
Social Mobilization
Engaging communities for education.
Drives community awareness and stakeholder engagement to increase school enrolment, reduce dropout rates, and promote a culture of education in Rivers State. Coordinates campaigns, town hall meetings, and partnerships with community leaders.
Special Programme
Targeted interventions for vulnerable learners.
Implements special education initiatives including school feeding, scholarship schemes, and support for out-of-school children. Coordinates intervention programmes that address specific educational needs and social barriers to learning.
Teachers Development
Empowering teachers to transform lives.
Plans and executes continuous professional development programmes for all basic school teachers in Rivers State. Coordinates workshops, pedagogical training, mentorship schemes, and partnerships with tertiary institutions.
Corporate Communications
Telling the story of education in Rivers State.
Manages RSUBEB's public image, media relations, and community communications. Coordinates press releases, events, social media, and stakeholder engagement to keep parents, teachers, and the public informed about RSUBEB's work.
