About the Department
The Junior Secondary School Education Department manages the academic and administrative affairs of all public junior secondary schools in Rivers State. It coordinates JSS curriculum delivery, transition planning, and co-curricular development to build well-rounded secondary school entrants.

Chief Mrs. Ndamati Blessing N.
Director, Junior Secondary Schools
Chief Mrs. Ndamati Blessing N. is a seasoned educationist with over three decades of distinguished experience in teaching, supervision, and educational leadership. She currently serves as the Director of Junior Secondary Schools at the Universal Basic Education Board (UBEB), a position she has held since 2016, where she provides strategic direction, policy implementation, and administrative oversight for junior secondary education.
She obtained her West African Examination Council (WAEC) certificate in 1983, earned a Bachelor of Education (B.Ed) in 1990, and later advanced her academic pursuit with a Master of Science (M.Sc) in 2022.
Her professional journey began as a Classroom Teacher from 1995 to 2012, during which she was deeply committed to nurturing young learners and building strong academic foundations. She later served as a School Evaluator at Obio/Akpor Local Government Education Authority (LGEA) from 2013 to 2015, where she oversaw teaching standards and improved school performance.
Chief Mrs. Ndamati Blessing N. is widely recognized for her dedication to excellence in education, her passion for student development, and her invaluable contributions to strengthening Nigeria's basic education system, consistently inspiring growth, innovation, and improved standards within the sector.
Functions
- Designing, implementing and monitoring of the Universal Basic Education Board programmes.
- Reporting and communicating with all junior secondary schools to ensure consistency with UBEC/SUBEB policies.
- Monitoring and evaluating junior secondary schools in the 23 local government areas in the state.
- Training of newly appointed principals and vice principals to acquaint them with their new roles.
- Monitoring of junior secondary school external examinations — the Basic Education Certificate Examination (BECE).
- Monitoring of schools within the two weeks of resumption.
- Working in synergy with other departments, especially in the establishment of schools and transfer of teachers.
- Supervision of newly established schools in UBE across the state.
- Quarterly meetings and discussions with principals of all junior secondary schools.
- Full scale supervision of all junior secondary school activities.
Department Structure
The department is structured with the Director in charge, assisted by the Deputy Director and Monitoring Evaluators who help in overseeing activities of the department and Heads of Schools across the 23 LGEAs.
