About the Department

The Procurement Department is responsible for coordinating and managing all procurement-related activities of the Board. It ensures the sourcing and engagement of reputable merchants, contractors, suppliers, and vendors to effectively meet the Board's needs — arising from both internal operations and external interventions including counterpart-funded and multilateral support programmes. The department provides procurement support services to all Board departments in line with established procurement regulations, ensuring transparency, accountability, and value for money.

Mr. Wariso Henry Tonye

Pioneer Head, Procurement Department

Mr. Wariso Henry Tonye, CPMP, FCICPFM, C.Proc., was born on the 2nd of April, 1978. He is a seasoned procurement and quantity surveying professional with extensive experience in public procurement, contract management, and technical project administration within the public sector.

He obtained his degree in Quantity Surveying in 2001 and has since continued to build his professional capacity through several specialised certifications and professional affiliations. He is an Alumnus of the Public Procurement Research Centre (PPRC), Federal University of Technology Owerri (FUTO), and the Institute of Procurement, Environmental & Social Standards (IPESS) JUSTUM. He also holds an Advanced Certificate in Sustainable Procurement Standards and is an NPCP–BPP Procurement Associate as well as a certified Contract Closure Professional.

Mr. Wariso is a member of the Association of Public Procurement Practitioners of Nigeria (APPON), Rivers State Chapter, where he contributes to the advancement of procurement best practices and professional standards.

He began his professional career with Data Consults, a Quantity Surveying consulting firm, where he worked from 2004 to 2006. In June 2006, he was employed into the Rivers State Civil Service, where he has continued to distinguish himself through dedication, competence, and professional excellence.

In November 2020, he was appointed Desk Officer, Mechanical Quantities in the Physical Planning Department. Due to his outstanding performance and expertise in procurement processes, he was appointed Procurement Officer in July 2022. In November 2023, he was further elevated to Head, Procurement and Technical Adviser on Direct Labour Projects. Following the establishment of the Procurement Department in May 2024, he became its Pioneer Head, a position he currently holds.

Throughout his career, Mr. Wariso Henry Tonye has remained committed to transparency, accountability, professionalism, and sustainable procurement practices in public service.

Functions

  • Managing procurement processes for yearly FGN/UBE Intervention Fund projects, leading to the award of contracts to credible contractors and suppliers.
  • Handling procurement activities associated with multilateral and counterpart-funded intervention programmes of the Board.
  • Processing and coordinating all Board purchases that exceed approved statutory thresholds for direct cash purchases.
  • Supervising and coordinating Direct Labour Works of the Board to ensure efficiency, quality delivery, and specification compliance.
  • Monitoring and evaluating project execution and implementation to ensure compliance with contractual terms and proper contract closure.
  • Conducting vendor and contractor sourcing, commodity and market surveys, analysis, and evaluation for competitive pricing and quality assurance.
  • Providing procurement support services to all Board departments in line with their operational schedules and responsibilities.
  • Ensuring all procurement activities comply with the Public Procurement Act and applicable regulatory frameworks.
  • Issuing purchase orders and contracts to qualified contractors, suppliers, and vendors on behalf of the Board.
  • Promoting value for money, accountability, and transparency in every procurement decision and process.

The Procurement Department is headed by the Pioneer Head of Department, supported by procurement officers and technical advisers who manage specialised procurement streams — including intervention fund projects, multilateral programmes, direct labour works, and vendor management — ensuring end-to-end procurement oversight across the Board.
