About the Department

The Department of Administration and Supplies is the foundational, support-oriented unit of the Rivers State Universal Basic Education Board that ensures daily operations run smoothly, efficiently, and in compliance with the Board's policies and by extension the Rivers State Government's Basic Educational Policies. The department is made up of thirteen (13) units, each with a dedicated unit head and clearly defined responsibilities that collectively keep the Board functioning at every level.

Minasi Gabriella Tolofari

Director, Administration & Supplies

Minasi Gabriella Tolofari hails from Okirika Local Government Area of Rivers State. She began her educational journey at Municipal Council School I, Ikot-Ekpene Street, Mile 1 Diobu, Port Harcourt (1974–1980), proceeded to Government Girls Secondary School, Harbour Road (1980–1985), and obtained a Bachelor of Arts in Education (B.A Ed) in English Language from the University of Port Harcourt (1989–1993).

She commenced her career in the private sector, serving at Excellence Secondary School, #5 Wagu Street, D/Line, Port Harcourt (1995–1997), before taking up a pensionable appointment with the State Primary Education Board (SPEB) — now RSUBEB — on 1st April 1997.

Over her distinguished career, she has held the following positions: • Pensions Desk Officer (2000–2012) • Head, Open Registry (2012–2013) • Pensions Desk Officer (2013–2021) • Head, Study Leave (2021–2023) • Head, Establishment Unit (2023–2024) • Supervising Director, Obio/Akpor Local Government (2024–2025) • Supervising Director, Okirika Local Government Education Authority (2025) • Director, Administration & Supplies (August 2025 till date)

Her appointment as Director is a reflection of decades of dedicated service, deep institutional knowledge, and proven administrative competence within the Board.

Functions

  • Overseeing the day-to-day administrative operations of RSUBEB across all 13 units.
  • Managing staff records, personnel files, promotions, confirmations, and retirement processing.
  • Coordinating procurement, receipt, storage, and distribution of instructional materials to all 23 LGEAs.
  • Managing all Board vehicles, drivers, and transportation logistics for official assignments.
  • Handling staff welfare matters including leave, housing, name changes, and staff identity cards.
  • Processing NYSC postings, clearance letters, and Transfer of Service applications.
  • Maintaining the nominal roll database of the entire UBE workforce for the Rivers State Government.
  • Processing and forwarding pension and retirement benefit documents to the Ministry of Establishment.
  • Supervising facility maintenance including air conditioning, water supply, and office cleaning.
  • Preparing and issuing official correspondence including introductory, approval, query, and confirmation letters.
  • Managing study leave approvals through the Ministry of Establishments, Training & Pensions Bureau.
  • Supporting the Board's compliance with civil service regulations and government directives.

1. Pension Unit — Ogbowu Blessing Ebere (Unit Head)

Deals with retirement and death benefit matters of staff.

  • Preparing and processing requisite severance benefits documents.
  • Assembling and packaging of retirement documents.
  • Forwarding packaged documents to the Ministry of Establishment for further processing, computation, and payment of retirement benefits.
  • Confirming finance files for payment of gratuity.

2. Open Registry Unit — Felicia Chujor (Unit Head)

Manages the receipt and dispatch of all official mails addressed to the Executive Chairman and the Board.

  • Receiving all official mails and letters addressed to the Executive Board Chairman and forwarding them in files for his response.
  • In charge of all administrative matters in terms of filing.
  • Receiving and dispatching mails from the entire Board and mails for retirees to the office of the Head of Service.

3. Confidential Registry Unit — Glory Wariso (Unit Head)

Manages personnel files and confidential correspondence at Board Headquarters.

  • Managing personnel files through the physical filing system, arranged alphabetically.
  • Opening of personnel files with index numbers.
  • Receiving and recording mails (mainly personnel matters) from the open registry.
  • Filing and moving such mails in personnel files to the Executive Chairman.

4. Promotion Unit — Violet Orlugwo (Unit Head)

Handles all staff promotion, conversion, and progression matters.

  • Issuing of promotion letters to staff and retirees.
  • Issuing of confirmatory promotion letters to retirees.
  • Correction of staff promotion letters.
  • Progression and calculation of retirees' accumulated promotions from assumption of duty to retirement.
  • Prompt recording and dispatch of files related to staff promotions.
  • Issuing of conversion letters to qualified staff.

5. Study Leave Unit — Helen Welle (Unit Head)

Processes study leave notifications and approvals for Board staff.

  • Processing and handling notifications of study leave for staff.
  • Processing study leave approvals from the Office of the Head of Service through the Ministry of Establishments, Training & Pensions Bureau.

6. Establishment Unit — Uloma Okocha (Unit Head)

Handles a wide range of official correspondence and establishment matters under the Director's directives.

  • Preparing letters of introduction to embassies and banks.
  • Preparing letters of approval and appreciation/congratulatory messages.
  • Preparing letters of confirmation of first appointment.
  • Handling letters of reinstatement and extension of service.
  • Handling letters for replacement of staff identity cards and letters of non-indebtedness.
  • Preparing and issuing query letters and warning letters under the directive of the Director.

7. Stores Unit — Ngozi Chinnah (Unit Head)

Responsible for the receipt, custody, and distribution of instructional materials.

  • Receiving and safe keeping of instructional materials.
  • Distribution of instructional materials to various schools in the 23 LGEAs in the state.

8. Transportation & Maintenance Unit — Isaiah Iworima (Unit Head)

Manages all Board vehicles, drivers, and facility maintenance.

  • In charge of all Board vehicles and ensuring they are in good working condition.
  • Supervising the release of vehicles to staff on official assignments based on Executive Chairman's approval.
  • Maintenance and servicing of air conditioners in the office.
  • Ensuring regular water supply and fixing of damaged water pipes in all offices.
  • Supervising all Board drivers and assigning them to official engagements.
  • Interfacing with management on drivers' welfare.

9. NYSC Unit — Amenyaebo Chu (Unit Head)

Handles all National Youth Service Corps matters and Transfer of Service applications.

  • Receiving posting letters from NYSC members deployed to UBE schools or the Board office.
  • Processing and issuing final clearance letters for Corp members completing the NYSC scheme.
  • Handling the processing of Transfer of Service (TOS) applications for approved UBE staff.

10. Services Unit — Kii Monica Ndalebari (Unit Head)

Supervises facility cleanliness across all Board offices.

  • In charge of all cleaners across the Board.
  • Supervising the cleaning of all offices and toilets in the Board's premises.

11. Confirmation of Appointment / ROS Unit — Odu Lilian Onyinyechi (Unit Head)

Manages confirmation of appointments and Record of Service documentation.

  • Preparing and issuing confirmation of First Appointment and Formalization of Appointment letters.
  • Updating the Record of Service (ROS) form for all staff.

12. Staff Welfare Unit — Patience Amadi (Unit Head)

Handles staff welfare, leave matters, and related administrative functions.

  • Preparing and issuing approval of change of name letters under the Director's directive.
  • Handling all staff leave matters.
  • Handling all government housing quarters matters for interested staff.

13. Nominal Roll Unit — Bob I. Ohaka (Unit Head)

Manages and maintains the nominal roll database of the entire RSUBEB workforce.

  • Preparing an updated monthly nominal roll of the entire UBE workforce for submission to the Rivers State Head of Civil Service.
  • Vetting of staff details in the nominal roll database before introductory letters are approved for bank loans.
  • Deleting names of retirees, deceased staff, and resigning staff from the nominal roll.
  • Printing nominal rolls for retirees processing retirement benefits.
  • Providing accurate details of any staff to Board management upon request.
  • Managing and maintaining the nominal roll database of the entire UBE workforce in the state.
