Mr. Bright Ezebuola

Director, Finance and Accounts

Mr. Bright Ezebuola, CPA, FCNA, CTI, is a seasoned finance professional and dedicated public servant with decades of experience in financial administration and public sector management. He currently serves as the Director of Finance and Accounts at the Rivers State Universal Basic Education Board (RSUBEB), Port Harcourt.

Born on December 9, 1972, Mr. Ezebuola hails from Rumuoro Ogbakiri in Emohua Local Government Area of Rivers State, Nigeria. He obtained his Bachelor's Degree in Accountancy from Rivers State University (formerly Rivers State University of Science and Technology) in 2003 and further strengthened his academic qualifications with a Post Graduate Diploma in Education (PGDE) in 2025.

He began his career in the Rivers State Civil Service in April 1995 as a Finance Assistant and steadily rose through the ranks through diligence, integrity, and exceptional dedication to duty. His years of meritorious service earned him key responsibilities, including serving as the Cashier of the Board before his appointment as Acting Director of Finance and Accounts in 2019. He was officially confirmed as substantive Director in 2021.

Mr. Ezebuola is a distinguished member of several professional bodies, including the Institute of Certified Public Accountants of Nigeria (ICPA), the Association of National Accountants of Nigeria (ANAN), and the Chartered Institute of Taxation of Nigeria (CITN).

Widely respected for his professionalism, resilience, and commitment to accountability, Mr. Bright Ezebuola continues to contribute significantly to the advancement of financial management and educational administration in Rivers State.

Functions

  • Managing the disbursement of UBEC intervention grants, state allocations, and donor contributions in line with approved budgets.
  • Maintaining accurate financial records and preparing periodic financial statements and reports.
  • Ensuring compliance with government fiscal policy, public sector accounting standards, and financial regulations.
  • Processing salaries, allowances, and other statutory payments for all RSUBEB staff.
  • Managing the Board's bank accounts and ensuring proper reconciliation of all financial transactions.
  • Coordinating budget preparation, monitoring, and implementation across all departments.
  • Providing financial advice and support to management on all monetary and fiscal matters.
  • Liaising with external auditors, the State Auditor-General's office, and UBEC on financial reviews and compliance audits.
  • Managing the retirement and liquidation of all advances and imprests raised by the Board.
  • Ensuring proper custody and management of all financial documents, vouchers, and records of the Board.

Department Structure

The department is headed by the Director of Finance and Accounts, supported by the Deputy Director and a team of accountants and finance officers responsible for distinct functions including payroll, budget management, grants accounting, bank reconciliation, and financial reporting.
