The Monitoring and Evaluation Department (formerly Quality Assurance) conducts routine and unannounced inspections of schools to assess learning environments, teacher attendance, curriculum compliance, and pupil welfare. It generates compliance reports and drives corrective action across all 23 LGAs in Rivers State.

Mrs. Nnenna Inimeya Osumenya

Director, Monitoring and Evaluation Department

Mrs. Nnenna Inimeya Osumenya (Nee Akio) is a seasoned education administrator and public servant with over 33 years of dedicated service in the education sector. She hails from Okarki Engenni in Ahoada West Local Government Area of Rivers State and was born on April 1, 1969.

She began her educational journey at St. Jude Primary School, Port Harcourt, where she obtained her First School Leaving Certificate between 1976 and 1981. She later attended Community Secondary School, Akinima, Ahoada West, from 1982 to 1987, where she earned her West African School Certificate.

Mrs. Osumenya obtained her National Certificate in Education (NCE Secondary) in Social Studies/Christian Religious Studies from Ignatius Ajuru University of Education, formerly Rivers State College of Education, between 1988 and 1991. She further earned a Bachelor of Arts in Education (Religious Studies) from University of Port Harcourt between 1995 and 1999. In 2023, she completed her Master's Degree in Educational Administration at Ignatius Ajuru University of Education.

Mrs. Osumenya joined the Rivers State Universal Basic Education Board on November 14, 1992, as a Classroom Teacher on Grade Level 07 under the then Primary Schools Board. Through dedication and consistent professional growth, she rose through the ranks to Grade Level 14 and was appointed Principal in 2014.

After six years of successful service as Principal, she moved to the Board's Headquarters in October 2020 as an Evaluator, serving in that capacity until August 2024. As a trained Quality Assurance Officer, she was subsequently appointed Director of the Quality Assurance Department, now known as the Monitoring and Evaluation Department, where she currently serves as Director on Grade Level 16.

Functions

  • Conducting routine and unannounced inspections of public primary and junior secondary schools across all 23 LGAs.
  • Assessing learning environments, teacher attendance, and overall school performance.
  • Monitoring curriculum compliance and ensuring instructional standards are met in all schools.
  • Evaluating pupil welfare, safety, and the quality of the learning experience.
  • Generating detailed compliance and monitoring reports for management and regulatory bodies.
  • Driving corrective action and follow-up on findings from school inspections.
  • Collaborating with the Academic Services and Primary School Education departments to address identified gaps.
  • Supporting schools in developing quality improvement plans based on evaluation outcomes.
  • Training and deploying quality assurance officers and evaluators across LGEAs.
  • Providing evidence-based recommendations to strengthen teaching and learning standards statewide.

Department Structure

The department is headed by the Director, supported by the Deputy Director and a team of trained Quality Assurance Officers and Evaluators deployed across the 23 Local Government Education Authorities (LGEAs) to ensure consistent monitoring and accountability at the school level.
